2014 - Chilean Audit of Municipal Transparency by Fundación Pro Acceso

The report "Monitoreo Barreras de acceso a la información pública en municipios 2014" includes the results from a passive transparency evaluation from 345 municipalities in Chile, focused on identifying the barriers during the process of sending information requests.  To conduct this study, information requests were sent to each municipality between March 28th and April 25th of 2014.

The audit focused on the identification and analysis of barriers that citizens face when submitting requests for public information. To conduct the audit a request was sent to each of the 345 Chilean municipalities, first via the Internet, and when that was not possible, via email, and in cases where these options were not availble, requests were sent by post mail. To identify barriers to information access, a questionnaire that included 67 questions was used.
