2013 - Salvadoran Audit by Iniciativa Social para la Democracia

The report "Segundo monitoreo al cumplimiento de la Ley de Acceso a la Información Pública" presents the results from an active transparency audit of 74 public institutions in El Salvador.  The study assessed the disclosure of official information on the websites of these institutions between March 1st and May 1st of 2013. The evaluation examined 21 items, based on the stipulations of Article 10 of the Access to Public Information Act.

Methodology: 

The study was performed by evaluation 21 required items established by the law on the websites, that were divided into four categories of information: organizational, financial, accountability and human resources. These categories were weighted with the weights 6, 24, 13 and 4 respectively.
Each of the 21 elements was evaluated in terms of:
- Relevance: 3 levels based on the ability of the information to prevent corruption, promote accountability and citizen participation.
- Quality: 4 levels based on availability, completeness and legibility of information.
