Methodology: 

Active transparency is measured through 47 indicators, clasified in two dimensions: i) mandatory information and ii) participation and interaction. Each indicator was assessed using the following scale: non-existent (0), exists but is incomplete or not updated (0.5), existsand is complete and current.
The results were aggregated and presented by each dimension, and by type of entity (executive, oversight agencies, municipalities, departmental councils, and decentralized and autonomous entities).
