The report, "Indice de Transparencia Activa en Línea (ITAeL)" presents the results of an active transparency study that evaluated the websites of 66 public institutions in Uruguay. The researchers examined 50 indicators classified in four dimensions: i) General information ii) Budgetary, financial, and acquisitions information iii) Participation and interface and iv) Updates and usability.

iii) Participation and interface: 7 indicators

iv) Updates and usability: 17 indicators

Each indicator was evaluated on the following scale:

0: Not available

0.5: Available but incomplete

1: Available, complete and updated

The sample from the study included 60% of all the public entities.
