2007 - Venezuela Audit by Coalición Pro-Acceso and Espacio Público

The report, Estudio sobre acceso a la información pública en Venezuela, presents the results from a passive transparency audit from Venezuela. Several public institutions were audited, with a total of 46 information requests. The questions were of general interest, in order to understand the regulatory framework to request public information established by the Venezuelan constitution.

Methodology: 

The methodology was adopted from the book Transparencia y Silencio by the Open Society Justice Initiative. They monitored if the identity of the requester was a requirement to request information, and selected identitied for various types of requesters (unidentified, students, etc.). Responses were evaluated bases on the motivation of the request, and measured three types of responses (denied, positive, and unable to submit a request).
