2007 - Mexican Evaluation on Transparency in the Executive, Legislative and Judiciary Branches by CIDE
The active transparency evaluation analysed the clarity, quality and usability of the information published online through a set of criteria grouped according to the following variables:
- Design and usability (7 criteria)
- Basic Organic content (11 criteria)
- Material and financial information (8 criteria)
- of an Operative nature (5 general criteria, besides specific criteria)
For this evaluation, each web page was visited at least 4 times.
The passive trasnparency evaluation was based upon the sending of requests for information and the evaluation of the quality of the replies received, in addition to compliance in form and timeliness.
Relation and/or copy of cellular phone contracts during 2006 (include cost, equipment, conditions, minima and maxima, and duration).
Budget for government publicity in print media and TV for 2006.
Name and number of security personnel of the Governor of the State, specifying type of firearm assigned to each.
Registry of beneficiaries of social support programs in 2006.
Document stating blood type and alergies of Development Secretary.
Number (and names) of policepersons disqualified for anomalies, irregularities and/or any other reason in 2006.
Amount of debt of the state.
Amount allocated by Federation for Education to the State, Corresponding to fiscal year 2007, within heading 33 (Federal contributions to Federal and Municipal Entities)
List of construction licences conceded by City Hall, specifying, when possible, name and address of proprietor.
Budget approved for year 2007, detailed by administrative unit and labeled projects
Document stating lates medical check-up of Municipal President
Nominal voting for period between september 2006 to march of 2007. Listed by vote and detailed for each legislatos; electronic format.
Affiliation of Deputy President of State Congress General Committee to religious organizations
19 questions were asked per state : 10 to the Executive, 4 to the Legislative, 5 to the Municipality (delegacions in case of D.F.). The states of Baja California Sur, Chiapas, Hidalgo, Oaxaca, Tabasco and Veracruz were excluded from the sample.
